In addition to the difficulties of such a venture there is also a time component. Nothing happens at the speed of light in government circles and during this period some of the "Commune" may become despondent, disenchanted, thoroughly p****d off etc. etc.. They may then pull out. I don't mean to be negative, but they should be warned at the outset.
Our block took about a year to go through because of the combination of titles and the surveying of an easement for access. I also heard that there were rumours of corruption and nothing got approved without a small consideration being applied. That was the vendors problem more than mine. However, the town planner did leave under a cloud a little while later and I remember the real estate man saying that somebody will probably shoot the town planer. At the timeI didn't understand the comment and only appreciate the situation much later on after the sale was completed. I don't think blatant corruption would be the same issue today as such things are a little more difficult to disguise.

Haha! That’s exactly it actually, I do wish to start another country. I suppose if we had our own standing army we could just see off any council reps. If I buy a piece of Australia then it doesn’t belong to Australia any more, but to our own independent free state. We’d be testing a precedent to pave the way for other breakaway states. An interesting option to consider with none of us dependent upon the much larger country surrounding us.

I think this is a wonderful idea however the pitfalls begin once the number of occupants exceeds two. Firstly the neighbours have to be convinced that the land use won't affect their amenity. Elver is spot on; upset the locals and you've got trouble. Anything from the local brigade prioritizing which properties to protect, to noxious weed control, and everything in between, especially if they see your activity reducing the value of their property.
Do it yourself is a long and hard road in planning law and re-zoning is close to top of the list. The first port of call is a good town planner. The cost of an initial consultation would be money well spent to save a lot of frustration and heartache.
It's very important to choose the right entity to own the land and regulate occupancy. Dissention and dispute resolution are key factors to consider when dealing with multiple occupancies and personal territory is a powerful driver of people's attitudes. Various NSW laws include strata title, company title, community title and the landlord & tenant act. All have their own advantages and disadvantages.
The benefits of affordable housing, sustainability, a light footprint on the land and all that it encompasses are excellent selling points in the quest for planning approval.
You have a great idea to promote and sell. Good luck with it!

As I’ve said, this is a long-term project, maybe 10-20 years or when none of us has dependent children, so my current aim is to stoke enthusiasm with the houses and the way we’ll live. The red tape and legalities can wait, but it’s been very useful to learn on this thread how difficult they may be. Thank you to all who have contributed.

As you'll no doubt have read above, I do indeed plan to separate poor families from their hard-earned cash so they can live among complete strangers for two weeks every summer.

The OVERWHELMING current of your conversation has been about what you can do to avoid getting approval - so yet again I just wanted to point out that irrespective of what you think, or how much spin it gets, you will need approval.....
